Constant growth of energy-saving service companies can not be simply regarded as a signal that main obstacles existing in energy-saving service industry have been solved. Talking of this subject, a smile on Director Chen’s face faded away. He said that at present stage, drawbacks affecting fast development of energy-saving service industry remain a lot, which can be seen in the following aspects: firstly, central fiscal system lacks for associated policy to suit business characteristics of energy-saving service companies. For example, central and local fiscal budget bureaus have no corresponding account to pay profits from energy-saving service; invoice of energy-saving service drawn by energy-saving service companies could not enter an energy cost item in account; paying taxes ahead of time or above norm amount exists in contract energy management projects; no procedures legally recognize energy saved, etc. Secondly, understanding toward energy-saving service companies is impercipient. For example, governmental institutions and large and medium-sized state-owned enterprises emphasize particularly on “purchase of energy-saving products” while leave “energy-saving service” the long-acting system behind. Given this condition, energy-saving service companies do not have a spacious market space. Thirdly, financing platform of energy-saving service companies lacks for powerful support.

　　Director Chen believes that promoting the development of energy-saving industry is important to build up our country’s energy-saving service system and cultivate long-acting system of energy-saving market. It is a formidable systematic project to construct China’s energy-saving service system and develop energy-saving service industry. Energy conservation administration of the government must carry out research along with finance, taxation, banking, energy supply and energy consumption industry to formulate relevant policy and regulations guiding energy-saving service system cultivation and energy-saving service industry development, so as to create an excellent and harmonious policy and social environment for energy-saving service system. Nowadays, growth environment of energy-saving service companies are gradually improved, and the government attaches more and more importance to the development of this industry. In August 20006, Decision of the State Council on Strengthening Energy-saving Affairs was issued, which clearly included “strengthen contract energy management, advance enterprise energy-saving technology innovation” into the main contents of China’s energy-saving service system construction. Recently, during No.37 group study of Political Bureau of CCPCC, General Secretary Hu Jintao pointed out that “energy-saving service system ought to be cultivated”. Director Chen disclosed that in order to promote a healthy development of energy-saving service system, Resource Reservation and Environment Protection Department of the State Development and Reform Commission has authorized Energy Management Company Association (EMCA) to draft instructions on advancing energy-saving service system.
